Are outrunner motors affected by ingress of dust and water?

If you have an outrunner motor with big holes in the casing, how much do you have to worry about dust and water getting inside?

It will affect them. But there are battle hardened motors and even motors with protective and vented sleeves that go over the motors. Like this:
