You should put a bit more effort into describing what your are trying to do, its hard to help when we don’t have a clear understanding of the questions/problem.

Giving people advice without asking questions about requirements is foolish.
We must know the application otherwise advice is somewhat pointless.
- Top speed target?
- Voltage?
- Belt Drive?
- Truck / Hanger Type?
- Is it for a rollerskate? a scooter? a skateboard?
- Do you want to know, literally, how do you machine/manufacture a pulley?
