Normal.
Think of it as using a 240v dryer on a 120v line system. You won’t have enough power to make it work properly. It works, to an extent. Escs can work from 6s-18s (depending on esc). But, depending on your build, it may or may not give power.
Adding current to electronic will heat things up. Thermodynamics.
How low is the esc limited to? That’s the real question.
