“Best” can mean any of a thousand things. It depends what your goals are. Are you optimizing for performance at any cost? Are you optimizing for cost at any performance? Are you optimizing for completion speed at any cost? Are you optimizing for completion speed at any performance? Are you optimizing for appearance? Are you optimizing for getting a good grade on a homework assignment? How heavy is the rider? Is kick-pushing a problem? Do you know about hip-flicks? Do you mostly ride on paved streets? Do you live/ride in a hilly area? Is this vehicle a toy and not a tool? How important is reliability?
Without a ton more information, “best” can’t really be determined.
