Limiting inrush current through DC motor

Hello guyz, I am not able to find out that how to limit the inrush current of dc motor? as we know at zero speed back emf is zero , hence if we apply voltage to motor high current will flow through the motor because of very low armature resistance. I read that 4 point starter resistance is used but what is it ??? it is hardware or should we make that??

or which other variable resistance I can add to limit this current except thermistor???
